Analysis not Rhetoric

Aside from the first four chapters (which provide an excellent, if strident, history of the Intergovernmental Panel on Climate Change), this is a thorough text book on climate analysis for the layman. It develops a cogent theory of how the atmosphere works and explains each of the issues involved from the eccentricity of the earth's orbit, the tilt of the poles, the impact of the solar cycle, to a detailed look at the defects in climate modeling and how one might expect the atmosphere to react if, indeed, the earth were warming or cooling. Great care is taken to explain the impact of each of the green house gases (including the most significant, water vapor, and how its omission from IPCC studies impacts the conclusions). Not light reading, but well worth the effort.

Synopsis
Snow, rain, fog, ice and other inclement weather greatly impair road conditions and contribute to 1.5 million accidents each year. Many parallel advances in transportation and meteorology--such as in-vehicle communication systems and improved storm tracking --could be brought together into new services that help drivers and roadway managers make better decisions in adverse weather. The report recommends that the Federal Highway Administration take the lead in creating a focused, national road weather research program that brings together the transportation and meteorological communities, identifies research priorities, and implements new scientific and technological advances.

Review:

lacks coherence and the flow of a quality textbook

I had this book for courses in numerical weather prediction and in data assimilation (DA), and was far from impressed.

While the historical overview in Chapter 1 is a pleasant read, the litany of errors in equations begins quickly in Chapter 2. Terms as simple as in the equations of motion are incorrect. Some things are unforgiveable in a textbook, and an error in a sophomore-level equation is one of them.

I can manage the mess of linear algebra in the text. However, Kalnay's writing style is more of one suited for lecture notes; she jumps around from topic to topic, and provides very little transition in some spots. Other locations in the notes that need further explanation (and probably would get it, if students could stop the author and ask questions), are left too vague. This is not the way to write a very good textbook, and I do not believe this book is anywhere near "very good."

I give it two stars, however, because it's the most current book in the field; there aren't many other places to turn for discussions on Kalman filters, etc. That said, if you are looking for a practical discussion of NWP or DA, or how to implement a DA scheme, you'll have a difficult time weeding it out of this book.

Review:

Essential Guide for Data Assimilation

This is a textbook for graduate atmospheric science students, but I found it useful even as an undergraduate. Lots of clear explanations along with historical background, written by one the leaders of the numerical weather prediction field. She was involved in the implementation at NCEP. There is heavy-duty linear algebra in some chapters but overall this is not a math-intensive book. Good reference and extensive bibliography.

There is still a good chance of succeeding in this, and of doing so by means that create economic opportunities that are greater than the costs and that advance rather than impede other societal goals. But seizing this chance requires an immediate and major acceleration of efforts on two fronts: mitigation measures (such as reductions in emissions of greenhouse gases and black soot) to prevent the degree of climate change from becoming unmanageable; and adaptation measures (such as building dikes and adjusting agricultural practices) to reduce the harm from climate change that proves unavoidable.

По окончании МГУ (1940) работал в Геофизическом институте АН СССР; с 1956 директор института физики атмосферы АН СССР. Профессор МГУ (с 1949). Основные труды по физике атмосферы, турбулентности и математической статистике. Предложил (одновременно с американским учёным Х. Хотелингом) метод канонических корреляций. Один из создателей современной теории мелкомасштабной турбулентности. Разработал общую теорию подобия для турбулентных течений в пограничном слое термически стратифицированной жидкости (1943-54). Автор работ по обоснованию гидродинамической теории краткосрочного прогноза погоды. Предложил метод статистически-ортогональных разложений метеорологических полей. Награжден орденом "Знак Почёта" и медалями.

Руководство по краткосрочным прогнозам погоды (третье издание) состоит из двух частей. Первая, общая часть Руководства посвящена основам теории и практики прогноза атмосферных процессов и методам прогноза явлений погоды.
В новом издании Руководства по сравнению с предыдущим широко представлены количественные методы синоптического краткосрочного прогноза погоды, а также некоторые схемы прогноза ряда метеорологических элементов и явлений погоды. Синоптический метод прогноза погоды по-прежнему остается основным в оперативной работе прогностических учреждений наряду с быстрым внедрением в практику численных методов прогноза.
При изложении материала в Руководстве обращалось большое внимание на возможность разных подходов к решению прогностических задач, а также на четкое описание физических основ методики краткосрочного прогноза погоды.
Использование при прогнозе погоды спутниковой информации, а также методов авиационных прогнозов излагается сокращенно, ввиду наличия специальных пособий по этим вопросам.
Изложенные в Руководстве методы прогноза погоды рекомендованы к внедрению в оперативную практику Центральной методической комиссией по гидрометеорологическим прогнозам (ЦМКП), учеными советами НИИ и научно-техническими советами УГКС Госкомгидромета. Настоящий текст Руководства 30 ноября 1984 г. рассмотрен ЦМКП Госкомгидромета и рекомендован к опубликованию.
